The recommendations of a report into illegal adoption in the state should be acted on immediately, according to campaigners.
Last year, following an RTÉ investigation that examined how thousands of Irish babies were adopted illegally, the Government commissioned the report to advise on next steps.
The affected adoptees, all of whom are now adults, were registered at birth as if they were the biological children of their adoptive parents.
The Special Rapporteur for Child Protection's findings are to be published this afternoon.
In his report, Professor O'Mahony is to recommend a State inquiry in order to assess the true nature of the practices.
It will also be recommended that anyone impacted by the scandal to receive a full State apology.
It's understood Professor O'Mahony will call for the correction of the birth register.
Full access to personal information is also expected to be highlighted as a matter of urgency.
The government will publish the report later this afternoon
