The Tanaiste says the controversy over Tony Holohan's secondment could have been avoided if ministers had been consulted in advance.
The Chief Medical Officer's due to become a professor at Trinity College Dublin, but the State will continue to pay his 187-thousand euro salary.
The government has paused the appointment and called for a report into its funding and recruitment process.
