A petition opposing the scheme has gathered over 600 signatures.
Cllr Ivan Keatley (FG) said he agrees that the project is expensive but he hopes the project will lay the groundwork for broader active transport connectivity.
But Mark Hilliard, speaking on behalf of the Moone-Timolin Positive Action Group, described it as a waste of money and said it starts nowhere and ends nowhere.
