Almost all of the state's emergency homeless accommodation is full or under major pressure.
Cabinet ministers were told the four Dublin local authorities have been at capacity at times over the summer and in the last number of weeks, according to The Irish Times.
The memo said people looking for emergency housing in the capital were being sent to the likes of Kildare, Meath and Wicklow.
