200 new homes at Devoy Barracks have been refused planning, by An Bord Pleanála.
ABP has rejected an application by the Land Development Agency to develop 221 social and affordable homes on the site.
The board ruled insufficient car parking spaces had been provided, and the development did not have high-frequency public transport connections.
The Land Development Agency sought planning permission for 36 houses, a crèche 185 apartments & duplexes in buildings, up to five storeys high.
