The man was cycling in a group when the crash happened on the R731 at Ballywilliam shortly before 1 o'clock on Sunday afternoon.
He was treated by emergency services personnel but was pronounced dead at the scene a short time later.
The body of the cyclist in his 60s has been removed to the mortuary at University Hospital Waterford where a post-mortem will take place.
Gardaí are appealing for witnesses to come forward and are asking those with camera footage to make it available to them.
