Audit Reveals Lack Of Value For Money Assessment In OPW's Controversial Leinster House Bike Shelter Project

There was public outrage when it emerged the State had spent 336 thousand euro on a bike shelter on the grounds of Leinster House.

No value for money assessment was carried out by the Office of Public Works for the controversial Leinster House bike shelter.

An audit from Deloitte has found there was an absence of some fundamental good practices in how certain projects are approved.

There was public outrage when it emerged the State had spent 336 thousand euro on a bike shelter on the grounds of Leinster House.

An audit of the process carried out by Deloitte found the most fundamental of those was the lack of a value for money assessment.

They dismissed the defence from the OPW that the shelter had to be of a standard to be in keeping with surrounding buildings - saying despite that a value for money assessment should have been carried out, outlining lower cost alternatives and the impact of just doing nothing and not building the shelter at all.

The report found there are no value for money assessments carried out on projects under half a million euro in value.
