His comments were made following reports of a fall in the number of planning permissions for new homes in the second quarter of the year.
CSO figures show they were down 12 and a half per cent to just over 7 thousand 400 units, from more than 8 thousand 500 units in the same period last year.
Kildare, along with Louth, Meath, and Wicklow accounted for the highest number of houses (893) granted planning.
Earlier, the Taoiseach reiterated his view the government will intervene if councils do not rezone land for housing.
He said a five-year plan is expected to be published next month.
