The situation is approaching a "critical state," according to Cllr Brendan Wyse.
There is no contingency plan in place for the water system serving 6.5% of West Kildare's population.
The system has experienced 6 major outages this year alone, as a result of regular bursts in a large 40cm water mains between a reservoir on the Hill of Allen, and Kilmeague village.
Uisce Eireann acknowledged that although there is technically the option of connecting water supplies from the Edenderry and Clane areas into the West Kildare area as a backup, this cannot be done as the demand would be too high on the overall water.
Cllr Brendan Wyse says that the plan to replace the entire pipeline was abandoned without explanation in 2018, after one section of the water main from Kilmeague to Allenwood was replaced.
As the number of outages increases, and the impact on over 16,000 residents and several schools and businesses escalates, the situation is approaching a "critical state," according to Cllr Wyse.
