Minister For Agriculture Martin Heydon Confirms "Progress" On Equine Welfare And Traceability Reforms

He said a status update on the action plan shows that all 37 measures set out in March have been advanced, with particular progress on a new IT system to strengthen horse identification, registration, and export tracking.

Kildare South TD and Minister for Agriculture, Martin Heydon, has confirmed progress on implementing the recommendations of the Wall Report to improve equine welfare and traceability.

He said a status update on the action plan shows that all 37 measures set out in March have been advanced, with particular progress on a new IT system to strengthen horse identification, registration, and export tracking.

Other developments include stricter enforcement of equine legislation, new training and end-of-life welfare measures, and pilot projects using technology such as smart trackers.

Minister Heydon said the reforms are designed to close gaps in traceability that allow neglect and mistreatment.

A new booklet outlining equine owner responsibilities has been published and will soon be issued to around  22,000 equine premises.

A public consultation is underway and will close for responses on 8 September 2025.
