The figures dropped from 2,342 in 2022 to 1,515 during the same period in 2023.
Just short of 33 thousand new housing commencement notices were received by relevant authorities last year - an increase of over 21.5% compared to 2022 (26,957).
It is the highest number of annual residential commencements since records began in 2014.
However, amid the national upswing, Kildare experienced a notable decline in commencement notices.
The figures dropped from 2,342 in 2022 to 1,515 during the same period in 2023 - a 35.34% decrease.
Housing Minister Darragh O'Brien believes the numbers are "impressive", especially in light of the recent Euroconstruct report.
The report indicates a projected decline in total construction activity across 19 European countries in 2024.
However, Ireland is expected to buck this trend with a forecasted growth of 4.4% in construction activity for the year.
