€239,040 has been allocated for remedial and upgrade works at the playground and recreational facilities in Clane.
But Cllr Fintan Brett (FG) said it is "shameful" that Sallins Sunshine Club received no funding, despite applying for up to half a million euro to renovate the community centre.
He said it is "shocking" that a town expected to provide hundreds of homes over the next few years has been ignored and that amenity lands were bought eight years ago and nothing has been built.
He said it is "not good enough" and that the local club submitted a "fine application" that was not considered for funding and that the "left hand does not know what the right hand is doing up in Dublin".
