The Children’s Ombudsman says a counsellor should be available in every primary school in Ireland.
The organisation said that there has been a 'noted increase' in serious bullying among young people.
It told the Oireachtas Education Committee, on which sits Kildare Senator, Fiona O'Loughlin, that many schools are not able to deal with the issue.
